Speeding advice required.(JP?)

    Posted on behalf of a friend:

    "Graeme was stopped apparently doing 103.4mph on the A66, dual
    carriageway. The police did not show him the video, and they gave him
    a fixed penalty. However he lost his paper licence and has had to
    apply for a new one, so when he went to copshop they would not let him
    pay and have told him he has to go to court (in Durham).

    Do they have to show him the video at the time of the incident? They
    only showed him numbers and no evidence that it was him that committed
    the offence. Graeme thinks that the video does not show his number
    plate due to the weather. "

    He's unlucky. I got pulled a while back and had a similar problem (lost
    MOT) - they gave me a weeks extension - however 103.4 in inclement weather
    with poor visability won't endear him to the beak, best find the license
    pdq.

    His lucky he didn't get band, hence the reason why they didn't show the
    video and gave him a fix penalty. No and they don't have to show the
    vid's because the copper stopping him will be the witness. Was there a
    pair of them when he got caught ? Because otherwise it's Graeme words
    against the copper. If they have already decided to give him a fix, I
    think going to court would be just a settlement for payment.

    What I think needs clarification by JP is this:

    as Graeme failed to complete the fixed penalty process in the allotted
    time will the court process the case as a minor speeding offence, i.e.
    SP30, 3 points like the fixed penalty? Or, will the court use the actual
    recorded speed which could involve much use of shafts.
