An exception is said to "prove a rule" in the sense that it tests or
challenges its validity, not in the sense that it demonstrates unarguably
that it is true. That's a common misunderstanding.

Not by itself it's not, in this case either there's a security issue
with footwear and it should all be scanned or there's not in which tell
everyone to keep their footwear on. In these circumstances randomly
choosing to scan footwear (particularly when it seems to be done either
on a queue by queue or timeslot basis) is at best security theatre and

You should be adding the randomness on top of the basic scans hence they
randomly bodysearch people who have passed through the metal detector.
