Yes, tho' it used to be 'recommended' rather than compulsory. I do recall that on my first day in Switzerland when my new boss was driving me out to PSI, we stopped at a traffic light for a single-lane bridge over the Aare[1] and there was a cop stationed there who came across and reminded Migg that he should switch off his engine while the light was red. There was something like the first two (or three?) cars at a red light didn't have to kill their engines but anyone further back than that had to shut down.
