  1. I really dunno, but if that was the easy option, I'm sure those dealers
    selling them would have chosen it instead of pre-registering them.

    It's really not my field.

    I *think* the problem is that they're "new at first registration" and
    thus have to pass the emissions tests at the point in time when they're
    registered. At least that would be consistent with the way imported
    cars are handled.
