    I agree with all you've written there, but it will never happen.

    Tha main reason is that 'Speed Kills' is, unfortunately, demonstrably
    true. As I demonstrated while playing Devil's Advocate just now. Yes,
    I know it doesn't mean that reducing speed limits will reduce deaths,
    but if you're going to try to argue against them you need some better
    ammunition.

    There are plenty of examples near Hulland Ward where the main[1] road
    has a 50 limit and the side roads are NSL where this isn't the case.

    [1] For want of a better term. Some are As, some Bs.

    I was under the impression that B roads ceased to exist some many
    years ago across the UK, and they were simply branded as Annn instead.

    not a chance of it. Plenty of B roads, at least in rural Herts and
    Essex (can't really vouch for anywhere else).
