Turbine wheels: If you have a 400 spoke alloys, then make the spokes
turbine shaped, then the engines air intake(so the wheels will work
like a supercharger). The faster the car goes, the more air/fuel will
be pumped into the pistons.

Flexible wings: If you make the wings flexible(at high speeds they
will less down-force),(at low speeds will create more downforce for
faster cornering)

brakes?

Something doesn't ring quite right there either. If it is flexible
enough to do that, then the energy is being absorbed flexing the wing
rather than pushing the car down? Dunno.

wheels to enhance the air intake, the car will only last a few laps in
the race before the engine is damaged my bit of rubber from other car
tyres.

There are ways around the flexible wings, by having two stage
suspension(one stage will be a soft and the other will be hard) and
you can strategic control the tyre pressure.
