    No contradiction there. "Understandable" does not imply that
    *everyone* who reads it will understand it.

    as a further example, they would not be "required" to make a letter
    "understandable" to someone with mental health problems.

    Have you seen some of the letters comming out of the council house .

    They get an A* for confusion

    The spelling and grammer are worse than mine .

    I had something similar years ago from Italy. My Mum thought that
    Interpol were after me until an Italian colleague translated the letter
    for me. :)
