Today I heard a travel news anouncement on BBC 3 Counties,

" There will be delays between 12 and 2pm on the M25 between junctions 23
and 27. Highways Department Traffic Officers are practicing rolling
    roadblocks"
So, not content with closing whole motorways because there is a bit of
litter in the road, they now have to practise fucking up the entire road
network in the South East to ensure maximum disruption.

    Speechless.

Probably ended up holding the traffic down to a nice smooth 50mph, with the
result that everyone got to where they were going slightly quicker.

Except it won't do that. People will drive up behind at 80 brake hard
to 25, then speed up again and so on. 20 cars back it'll be stationary.
