I think he meant that it's pretty unlikely that Ogden's missus is
going to talk any sort of sense.

You just prompted me to do a web search with "England Police motto "To
Serve and Protect"". I was really looking for some wry comment on how
the Police are getting tied up with paperwork and statistics.

Blow me down if the first hit is some piece about living in a Police state.

    http://c4ss.org/content/551

Search engine must be screwed, but a couple of paragraphs caught my eye.

Imagine yourself, driving down the road. Not fast, not recklessly, just
driving down the road as any normal person would drive to get from Point
    A to Point B.

Imagine that as you pass an intersection, you look in the rearview
mirror and see that a police car has turned onto the street behind you.
The police officer isn’t running his siren and passing you on the way to
the scene of some crime. He’s just settling in behind you, driving at
the same speed as you … tailing you.

Are you comforted by the knowledge that the police are out on patrol,
fighting crime? Or do you start to worry — do you get that tight feeling
down in your gut, expecting to be pulled over at any moment for some
    offense that you don’t — probably can’t — know you’ve committed?

The latter reaction, Russo said, is a sign that you’re living in a
police state: A society in which you and everyone around you are subject
to the arbitrary whims, and expected to obey the every command, of “law
    enforcement personnel.”

Question that came to mind was "Would this be the reaction of a typical
    denizen of ukrm ?

If I'm driving or riding along and I see a plod car behind me, do I get
a tight feeling down in my gut, expecting to be pulled over at any
    moment for some offence that I don't - probably can't - know I've
    committed.

    No.

I get a tight feeling down in my gut, expecting to be pulled over at any
moment for one of the many, many traffic offences which I know full well
    I've committed.

The fact that I don't, generally, get pulled over for this multitude of
offences merely reassures me that we don't live in the kind of police
state which would justify the paranoid babblings you quote above.

I'm one of the many "innocent" people whose DNA is on file and I can't
even work up the enthusiasm to get uppity about that, let alone plod on
    patrol.

I thought you were guilty or is it the subsequent reduction in charge
that changes if they should or should not have your DNA? FWIW they've
my brothers' no charges ever brought and the filth lost all interest
as soon as he turned up with (at my suggestion) a lawyer.

I was arrested on suspicion of two recordable offences, so they dook
dabs and swabs. I was only ever charged (and convicted on a guilty plea)
of a non-recordable offence for which samples shouldn't be retained.

Of course, the conviction muddies things a bit, so I can't be arsed to
go on a Mark Thomas style mission to have the samples destroyed and
    records deleted.

  18. Fair enough. I'm reassured by the knowledge a dangerous criminal will be
speedily apprehended when you next set a foot wrong.

I'm not convinced that said database works because I wrote off my
company van and didn't declare it on my bike insurance renewal even
though it specifically asked if I'd been involved in an accident
    resulting in a claim.

They didn't come round to my house and dry bum me so obviously it
    didn't show up.

I think I'd be more inclined to wait 6 months and then slide over
there and give him a kicking when he least expected it but I can be a
bit moody over things like people trying to kill me.
