    I certainly remember back in the early/mid 90s that if you got stopped
    you might just be asked to do the "walk in a straight line" and "touch
    your nose with a finger" tests and if you pased those you could be on
    your way with a warning.

    Compared to the UK? Not at all.

    Bans are very, very short stateside for drink-driving, and repeat
    offences far more common. Per capita, more people die on US roads as a
    result of drink-driving than die on UK roads in total.

    Actually, you're partially wrong I'd say.
    Bans, yes. But the offence never drops off your record like it does in
    the UK and a conviction for DUI shows up in your background check
    forever[1]. Which AFAIK disqualifies you from jobs where you have to
    drive people around, or so I'm told.
