    Should two pensioners sharing a home pay double the tax of a single
    person living next door or should the tax be based on the size of the
    house?

    Council tax (under any name) can only be based on either the value of
    the property or the number of people living in it. Once the level of
    taxation is decided then it's up to the government to decide what
    level of subsidies can be offered and how to means test people
    claiming them.

    I don't think it's fair on others to be expected to subsidise a
    pensioner who chooses to carry on living in a 5 bedroomed house
    (extreme example) rather than move to a smaller property where they
    can afford to pay their bills.

    spouted in Nazi Germany. It's something when even Jim Callaghan took
    steps to deter the Argies and Thatcher didn't. Are we meant to believe
    she was so inept that she didn't know about and couldn't make sure of
    the Falklands situation? I should coco; one thin she was not, and that
    was incompetent.

    It should be based on ability to pay, the house you live in often
    bears little relation to that.
    There are fairer ways than the property value at some fixed point in
    the past. Property based values make no allowance for the pauper in a
    large property or the millionaire in studio apartment.
    There we will disagree, why should someone be forced to move, possibly
    away from family/friends etc and in the process lose money to
    solicitors, removals and taxation in the form of stamp duty. The
    council tax is a badly designed tax, the poll tax had better aims but
    still took no account of ability to pay.

    They'd also be using less of the services being funded.
    I wonder how that could be, when a childless couple in a council flat
    would have been paying substantially less than a family with children
    over 16 in a large detached home...

    What, every single individual paying their way, regardless of age,
    infirmity or disability? Kids down the pit at 12, and wrinklies off to
    the workhouse if they have no savings?

    Even if you restrict your modest proposal to people of working age, that
    still leaves the genuinely chronically sick or disabled, and would
    require a zero unemployment rate. Still, no doubt you have the answer
    for that - euthanasia for mongs, a freeze on immigration, and a
    compulsory job creation scheme to put the work shy to good use cutting
    public open space grass with nail scissors.

    How much do you estimate that you've had out of the 'system' over the
    last 12 months? Obviously there's the treatment for being a sugar
    mong, the treatment for injuries after your accident plus anything
    else.

    I haven't been near a doctor in the same period of time yet I still
    have to pay the maximum contribution and I'd guess that I earn
    significantly less than you do. How the **** is that fair?
