What was it?

Exiting Newmarket I was a tad enthusiatic with the beans, then backed
off hurriedly when I saw a car in a layby. The car itself had no
obvious markings apart from rear orange/yellow chevrons.

The odd thing was that the layby behind the car (i.e nearest me) was
coned off and an unmanned white Thing was standing behind the car,
    just inside the coned-off area.

    Anyone seen one of these?

I'm hoping that it was ANPR or similar.

I've seen them on the ringroad around nottingham a fair few times, but
there's a small sticker in the back window saying they are checking road
fund licences or sommat to that effect,

sign wasnt too big, and appart from that it was a white car, standard
warning chevrons on the tailgate, layby coned off and a box behind the car
with cameras poking out of windows at the begining of the layby with a wire
leading to the car draped along the gutter.

I got stopped by something similar in a layby here. It was VOSA and
they were crawling all over vehicles, MOT-style. They checked the
suspension on my Isuzu Bighorn, then had me wiggle the steering etc.
They were going to check the emissions until I told them that the car
had been started from cold about 30 seconds previous. They are a
scary lot, especially as now they want to check tachographs, even for
people like me, who tow a mobile espresso trailer behind the Bighorn
(Gross train weight, etc). I would imagine a stop by them on a bike
    would be less daunting.
