What's the best (pre loved) scooter/moped thingy?

Ah yes, I tried a 180 a few years ago and was surprised that it was
taller in the seat than my F650.

Depends on what part of the country you live in. I've been cycling to
work pretty much every day for the last year now. It's just under 8
miles and takes between 25 and 35 minutes depending on headwinds and
my own motivation. I live in Bedfordshire (which admittedly is nice
and flat for cycling) and have only got properly drenched three or
four times. It seems that it rains all day but by the time I have to
ride home the rain has stopped. Same goes for the mornings. I can wake
up and it's pissing it down, making me want to reach for the car keys.
By the time I'm dressed and eaten breakfast, the rain has stopped.
It's almost as though the 9-5 was invented because the times of
commuting to work and back are the driest times of the day! It's
    really weird.

I found the heat my body generates is enough to keep me warm, even
when it's below zero. I never really wrapped up in winter, pair of
tracksuit trousers on my legs, a vest, t-shirt and thin jumper on my
top, a fleece headband to keep my ears warm and a pair of nice warm
gloves to stop me getting frostbite :)

I don't know how a scooter is going to keep you any drier than a
    bicycle with decent mudguards TBH.

Oh and for the hill on the way home, that'll keep you fit as a fiddle.
You can always get one of those electrically assisted bikes if it's
too steep. The missus will understand if you can't get the shopping.
She'll like the firmer buttocks and thighs cycling provides you with :)
